On January 1st 2025, Malaysia officially implemented the Energy Efficiency and Conservation Act (EECA), gazetted on 26 November 2024. The EECA 2024 aims to promote efficient energy use, reduce energy waste, and support Malaysia’s aspiration to achieve carbon neutrality by 2050.
The EECA 2024 supersedes the Efficient Management of Electrical Energy Regulations 2008 (EMEER 2008) and will require the country’s large energy consumers to implement energy-saving measures covering both electrical and thermal energy.
Who shall be affected by the EECA?
The EECA 2024 shall regulate the heavy industrial and commercial users that consume 21,600 GJ per annum (equivalent to RM2.4 million in annual electricity bill or RM1 million in natural gas bill). The EECA covers approximately 1,500 out of 2,700 industrial consumers, and 500 out of 1.7 million commercial consumers.
The EECA 2024 affects over 2000 large energy consumers.
At least one year after its enforcement, consumers will have to conduct the first energy audit and will have a five-year period (one cycle) to comply with the recommendations, after which period a second audit will be conducted. Non-compliance in the second audit cycle will be subject to penalties in the range from RM20,000 to RM100,000.
Penalties for non-compliance will range from RM20,000 to RM100,000.
What should affected energy consumers do?
According to the EECA, affected energy consumers will have to:
Appoint a Registered Energy Manager (REM)
Develop and implement Energy Management System (EnMS)
Display building energy label (for designated commercial buildings)
Submit energy efficiency and conservation report
Conduct mandatory energy audit every 5 years (energy audit & energy audit report)

Energy consumers can prepare ahead for the EECA by meeting the aforementioned key requirements under the law, which is to appoint Registered Energy Manager, establish and implement Energy Management System, prepare to display Building Energy Intensity Label (for info, refer to https://my-bei.com.my/about/) and to conduct Energy Audit, among others, by leveraging on the Energy Audit Conditional Grant (EACG).

In line with EMEER 2008 transition to EECA 2024 which sees REEM transitioning to REM, all training institutions are currently undergoing the formal transition to become Registered Training Institutions (RTI)s under the EECA.
As such, our listed training programs currently cater for voluntary capacity building for companies to fulfil its ESG and sustainability goals. All training providers including OPTIMISE shall therefore be eligible to conduct training programs to fulfil the EECA requirements only after being officially registered as RTI, expectedly from March of 2025 onwards.
